
He has a degree in Economics from Bocconi University (Italy), and a Ph.D. in Sociology from New York University (1995). Between 1995 and 2000 he worked as contract professor at the Institute of Sociology of Bocconi University. He also completed his post-doctoral study at Utrecht University in 1996. Between July 2003 and July 2004 he was seconded and served as a Project Officer in the United Nations’ “eGovernment for Development” programme.
In October 2009 he joined for two years IPTS as a Senior Scientist, after taking a Leave of Absence from Milano State University (Faculty of Political Science) where he holds a tenures position as Aggregate Professor.
Starting from November 1st 2011, he has a joint position both at the University of Milan and as Associate Professor at the MBA programme of Universitat Oberta de Catalunya (UOC) where he will also collaborate as Senior Researcher in the Interdisciplinary Research Group on ICTs (i2TIC) of UOC.
Since 2005 he has applied his combined expertise in economics and sociology to the socio-economic analysis of information society developments and policies in areas such as eGovernment, eInclusion, and especially eHealth (since 2007). He combines an understanding of technologies and technological developments with a fine-grained economics and sociological approach, which enables him to uncover the relationships between technologies, economics and societal change and their policy implications. He is an expert in impact evaluation and impact modelling and simulation and commands both quantitative and qualitative methods. He has full command of state of the art methodology and technical tools in the field of public policies evaluation, including econometric modelling, statistical analysis, costs/benefits and sensitivity analysis, forecasting, and extrapolation techniques.
Between September 2009 and September 2011 he has worked as the lead Senior Scientist in the IPTS project Strategic Intelligence Monitor of Personal Health Systems and has been focussing on remote monitoring and treatment, predictive and preventive medicine, network medicine. He recently published several technical reports in the domain of eHealth.
